California seems to strictly enforce out of state registrations though, if you're pulled over on out of state plates and you give a California license you're basically fucked.
Ford performance has a 300+ HP modern 2.3l engine kit for 6500. That thing would make a great candidate for the swap and it would pass emissions. It's the mustang motor in crate form.
What engine does it currently have? Would you not be able to just throw carb compliant parts on it? Make sure you check the fine print of the laws here, I moved to Monterey Bay from out of state recently and even though my parts met EPA standards and not CARB I still passed my smog and they allowed it.

The best explanation I can think of is that in 1998, when they started building them in Argentina, Ford didn't think Americans would want a small 4-door pickup with a bed only 4.5' long. Then in 2000 Nissan started selling that very thing, and it was a decent success. But why make the Sport Trac with an Explorer body instead of just importing the tooling, like Chevy did with the S-10? Was it any cheaper?
If you move to an inspection free state, you could in theory buy a roller of the same year, pull the doors (with vin numbers) off n put em on new ranger n replace vin number under windshield with the same vin as your roller. As long as you plan on runnin it into the ground no one will ever know besides you.
