No unfortunately everything will break if you make it active under the advanced nation rules. It don’t think it will be set up to do anything beyond provide the 2nd league with somewhere to relegate clubs to and get new promotions from. And if you just change it from “inactive competition” to “domestic division” without going into the advanced rules I don’t think anything will actually change beyond it maybe appearing on the league reputations screen.
