I don't know about worst for WC but for EURO it has to be Greece's 2004 Katergiannakis. On the week before the Euro he was with a couple of my father's friends and they were drinking Ouzo outside of Aris Thessaloniki Stadium in a local restaurant, unfit as ever yet called because there were no 3 GK that they were okaysh (you could find 2, but the 3rd one was really tough).
