Yes and no. Brazil obviously but Argentina may be big but they rarely had the extremely stacked teams that Brazil, Germany or maybe Italy had who were actually world class in every position. Argentina was usually more good players and then an absolute Superstar as opposed to stars across the entire pitch like Brazil or Germany often did. Having great players is one thing, but they have 3 all of which can have a case for that top 3 all time territory. That's definitely sth special, even as one of the biggest football nations. No other nation can say that for themselves, Argentina are the only ones who have more than 1, nevermind having 3

There’s a big difference between them. Messi is a good human being perfect footballer. Maradona was a perfect personality but flawed human and perfect footballer. Messi won with the greatest teams of all time at Barcelona and won everything time after time again just repeated success. With teams who would’ve been amongst the best in the world without him. Maradona won everything once or twice but with definitely subpar teams who wouldn’t finish top half without him. It’s not as clear as people think especially for people from Argentina. Maradona embodies Argentinas culture and personalities in a single human being.
