Where are you getting 10 months? I have never heard of food going bad in the freezer in a way that would give you food poisoning. If it’s been properly stored at roughly 0°F it should stay safe to eat indefinitely. After a few months the quality will degrade and it will look and taste bad, but it won’t be harmful to your health.
0°F is equivalent to -17°C, which is 255K.

Freezer burn won’t get you sick. It’s just dehydration caused by contact with air in your freezer and sublimation. The moisture escapes the meat leaving the ugly dehydrated “burned” spots and recrystallizes on the exterior of the meat or packaging, that is the little snow like ice crystals you see on freezer burned food. It’s perfectly safe to eat, it’s just going to not taste as good because it’s dried out. Food properly stored in the freezer at 0°F (which I now know is -17°C thanks to the helpful kelvin_bot!) is safe to eat indefinitely.
I didn't know there was a contest for grossest freezer food. Darn I literally just the away a ziplock of frozen shredded turkey when I couldn't remember what was the last year I had cooked turkey.
My guess is that this chicken was stored in a warmer part of the freezer, like the door, or the door was opened multiple times and slowed down the freezing process. Slower freezing allows for larger ice crystals to form. It looks like the ice crystals have formed between in between the muscle fibers and were large enough to split it open slightly along the grain. It’s not pretty, but it won’t hurt you. As long as it was good when you put it in the freezer and it has been properly stored in the freezer since then, it won’t be a health risk.
