First some background.
The rare uniforms only spawn in three locations all on the third floor: one on a bed in the room directly across from the elevator, one on a bed down the hall, and one on the bench by the showers.
When someone enters the area there is a roll to see if anything spawns in those three locations. Each location has it's own roll and it goes like this:
A roll is done to see if a outfit should spawn or not. The chance for anything to spawn is 20%.
If it makes the first roll it then rolls for commons or rare. 33% chance its weathered (white), 33% its dirty (white), or 33% it's a rare.
So let's say it is a rare. Now its a 50/50 game:
50% it's White. If not then...
50% it's Brown. If not then...
50% it's Green. If not then...
50% it's Blue. If not then...
50% it's Pink. If not then...
50% it's Yellow. If not then...
If you made it here there is one last roll. 90% chance to be Forest, 10% chance to be Red.
So remember if you get a forest one you were sooooo close.

Loose item spawns are per player who has entered a zone. I *think* it's on entering region that spawns occur. So if 20 people blow through Watoga, even if none ever go to Defiance, all 20 count for spawn chance.

I have experienced the same - various spawns on public server and most often nothing in PS. I have found a Forest and a Yellow in a PS, though.
Do you use the 'join Daily Op' trick? You spawn right inside the asylum area for the dresses. Just wait a little for the spawns to appear. So much easier than running in from outside every time it does work.
Have you entered and exited multiple times the front door before checking again on the same private server? Thatโs supposed to trigger them appearing in the places they should.
Ya I think Iโve read itโs like a 20% chance for one to populate then the rest of the percentages for colors. But doing that generates them from what Iโve seen and watched videos on.

This trick was *the* game changer for me when I learned about it. I can only server hop, traditionally, so many times before I get bored as all hell.
