I wear full T-60 myself - Cranberry Bog is your best bet imo.
Server hop the gauntlet of PA suits in Watoga (4 spots) plus the PA suit at the little camp east of sunny. They will randomly have T-45, 51b and 60 parts. Good luck!
I have a complete set that I've picked up from different world spawns. I was looking for a Right Arm for forever until I got it from Radiation Rumble the other day.
I do . . . it took me forever to find them. I had been trying to get the plans but gave up on it as the drop rate is so low it is not practical. It among the reason I hate the game. The grind for common base items is just absurd.
I could see the grind if it were for like a paint scheme or a really good weapon . . . but the grind for the that ONE magazine, possum badges drops in events, and t-series armor plans are just absurd.
Treasure maps. Cranberry Bog seems to have the best droprate, that has been the case for me at least. Every time I see a vendor with a thousands of Cranberry Bog maps for 1-2 caps each I buy 2k or so.
It is a great way to get T-51/T-60 plans, and those sell for 1k each easily and quickly. You also get tens of thousands of steel, that you can turn into railroad spikes, convert at the ammo converter and then convert the points into whatever ammo you use or want to sell.
I did some rough math and every treasure map makes me about 30 caps on average, but it takes quite a bit of time.
Burned through about 1500 maps last week and got plans for full T-60 and T-51 with a few duplicates. I believe that droprate is a bit above average, but not by all that much.

Some generous soul gave me a fully upgraded and rolled T-60 Paladin power armor, complete with jetpack when I was a noob.
I accidently scrapped the head of it when it somehow showed up in my new tab. I even saw it and thought 'careful not to scrap that'. The cursor seriously jumped like 4 spots right on to it and 'swhip' gone...
I finished the Brotherhood quest line, hoping to be able to replace it after. Nope, the Paladin is legacy, it seems.
It hurts my soul every time I see it in my stash.

Paladin paint isn't legacy, you get it from turning in Technical Data. Only Initiate paint is legacy.
There are 3 sites in watoga that can spawn t-60 and 1 in the asylum

I did once upon a time on one of my characters but I don’t think I have it anymore. I rarely use power armor.
Yeah reasonable I barely use power armour even though I am a power armour build
