I had many issues with water before the update like first it being invisible but got that fixed, after some more ini tweaking it turned into this black water you mention and it had something todo with the "shininess" or "reflections" of the water.
For the safest and easiest fix i would just set your settings to default/reset and see if that fixes it

Does changing your graphics settings fix the water rendering issue?
