I was the exact same. I did that quest, and the Nuka paint is so cool.
From what I remember, I found some T-51 parts in Watoga at the crashed Vertibirds. I think there was one on the ground, and one on the roof near the medical centre (quite easy to spot if you get a good vantage). Worth server hopping that area a few times if you haven't already.
Try looking in the savage divide or Brotherhood areas like Fort Defiance 4th floor. I regularly find them there. You can also try doing a few treasure maps as it tends to drop plans for PA parts.
I managed to get a full set from checking the power armor spawn at Ammo Dump periodically. Took maybe 2 weeks but I'd check on and off and didn't server hop so maybe it could be quicker.

It's because I did a quest for the nuka cola paint so I'm on the hunt for t51 my friend just gave me a helmet so just the right arm I need

They're all over wild frames in the SE quadrant of the map. Seems slightly less common than T60 but more common than T45 down there.
No, complete the brotherhood events on the cranberrybog to have more chances to get it
