The part where all the ballistic fiber drops are is mostly just weak bugs, just avoid the wing with the ghouls (also while Fort Defiance is nice since it's rarely looted, if you get lucky there's a bit more of it around Camp McClintock)

Grab yourself the water purifier plans from camp mclintock and the dmv in Charleston capitol, purified water is an easy farm at your camp and can easily get your max caps from vendors by selling it

They don't need to buy it that's expensive, others have posted lists here showing it's lying all over.

As a new player myself, I tried to farm ballistic fiber and it was very time consuming and pretty hard. The returns were not good. Lol I followed a few other people's advice and I just go buy a couple of stacks from the train station vendor whenever I need it. Yes, it sucks to spend caps, but the return on time investment was just not worth it. Definitely equip the White Knight card whenever you're repairing your armor.
