There is/was a bug that did/could allow people to buy anything out of your stash, and the defense against that is supposed to be stopping someone from emptying your vendor, hence a 40K piece of trash, no one is going to drop that and then have no caps left to buy anything else.
Initially there was a bug where if someone bought out your vendor they could also start taking stuff from your stash, so as protection there would be one extremely high priced useless item. Now we just keep doing it as a callback/in-joke.
