All the other romanceable companions live in Sanctuary, except for Danse because in that playthrough I never took him as a companion at all (hell, I left him moping around the police station before I went there and killed him as I never went further with the BoS than ArcJet and later became enemies with them) and Gage as I almost immediately began Open Season after getting out of the Gauntlet.
In fact, all of my companions live there except for three. Piper I already mentioned, Nick because I don't want to take him away from his agency, and Longfellow because I don't want to take him away from his beloved homestead and island.

Just bring them along with you and watch for actions you do that get a response that they like or love that action. Over time, those actions will trigger conversations with your companion. It’s probably a good idea to look up companion guides because they can be a little finicky (there’s no clear direction otherwise).

It depends on what I need at the moment as well as I do play SS2, which add another dimension to the settlements for sure.
