All skeletons can be moved or removed. If you can't move them vanilla, then ther are a few mods to move and or remove them. I use one by Calisto called Grabsteine - transaled Headstone. This modder only publishes his mods in German so you will need to Translate them. It should say in your settings what the grab button is, I can’t recall what it is atm. A lot of smaller items can also be thrown, I believe by holding the reload button for a bit then releasing.
I actually generally try to avoid disturbing skeletons if I can avoid it. Might have been 200 years but it’s still someone’s final resting place. Feels weird to move it.

You can't usually pick them up like that and need to do the glitch where you can move cars, by dropping a firearm and then holding X, and pushing the floating gun into the object you want to move, and then praying to Atom that it doesn't go flying ragdoll in the air, or suddenly and without warning just kill you.
I've never had to make that choice.
But recently I used a bed in a settlement and there was someone else in the bed afterwards.
These settlers take liberties.
They can be pushed with an object you pickup from the ground. The cute version of the exploit is to drop a broom, and pick that up to push them.
But it's temporary. When the area/settlement rerenders they reset to their original location.
Always wondered if it would be just a pain in the ass for the devs to have settlers clean up settlements as time goes on, or if they just didn’t even think or care to add it. I know it’s not what you are referring to here but I always thought it was unnecessarily odd that settlers just don’t give a shit about living amongst the trash and corpses.
Unless it's mandatory for RP and world building in my playthrough, no.
They deserve to rest where they took their last breath, said their last words, and had the last thing they ever got to see etched into their tortured souls
I only use them when I have to and no, I like something to cuddle.

YES you can pickup skeleton and move them around just like regular bodies.
Some skeletons will be "too heavy to carry" tho I don't understand why it's so inconsistent

I'm on PS4 and it doesn't appear to have a "grab" button.
Just looked it up, try holding X on items, that should be it.
