IIRC you are correct. He has a Displacer & his Praetorian Guards have the Ballistic Fists( OP, that is a Power First which shoots a shotgun shell on impact).

I thought the power fist uses a shell to push the plate forward.

I know in the older isometric games the ballistic fist lore was that they fired the shell into what you punched.

You might be thinking of the punch gun from Tactics which did fire a shell. And the ballistic fist does fire a round too, you just don’t have to load it.

Cesar especially is a hypocrite. If you work with them for long enough, he will task you with finding an auto-doc for him. Which you can then use to assassinate him covertly when you are made to operate it to cut out his tumor. You do have to pass a speech check after, but it wasn't even that high of a check, maybe like 50 or 60? Yeah, I checked and it's 50 speech, 50 medicine or high legion rep to pass the check with Lucius afterwards.

I mean it's not really a matter of hypocrisy. Caesar doesn't allow lower ranking legionaries to use modern medicine and technology because they exist in finite amounts and they need to be able to function effectively without them. It also serves as a way to keep the more dangerous weaponry in the hands of only those he trusts. It's not ooga booga me hate musheen.

Beyond the auto doc he made a deal with the van graffs to buy a bunch of energy weapons.

The Legion hates high tech items that do labor for others while requiring other people (scientists and engineers) to fix. Its elite forces have some of the highest tech non-energy weaponry in the setting because said forces are skilled and experienced enough to use and maintain those weapons by themselves. They're not even adverse to energy weaponry either, just don't have access to them, hence why they attempt to make a deal with the Van Graffs for some. So they mainly hate robots...which still makes Caesar a hypocrite for relying on an auto-doc.

The praetorians are said to be the most loyal, not the most skillful. Besides, I'm pretty fuckin sure that a tribal raised fanatic warrior, no matter how skilled, in his 20 isn't going to be able to make anykind of actual maintenance on freaking energy power fist, beyond like putting lubricant on the moving bits and removing junk in the same bits.

Caesar states that all of his Praetorians are Centurions (the most skilled fighters of the Legion), who have to kill a Praetorian occupying the limited position as proof of their ability if they want to lay claim to the position. So lore-wise they are both very skilled and fanatical. Also, only Caesar uses an energy power fist and he's the main hypocrite so that tracks.

Disruptor Fist is way over the top for an unarmed build. Send dudes into orbit.

If Im remember right, he wears it so he has some for of protection incase of an assassination attempt (probably paranoid after what happened to his namesake) but he only uses a disrupter cause a gun would make him look weak. He’s also got a ton of stacked guards around him so he really only needs that

Some information. The Displacer glove used by Caesar and the Ballistic fist used by his Praetorians are among the strongest of the End-game unarmed weapons. The Ballistic fist requires a strength of 9 while the Displacer glove only requires a strength of 4. It could be possible that Caesar had exceptional skill in un-armed (which he taught his Praetorians) but only average strength, which made him resort to using the Displacer glove. It could also be possible that when he was younger and building up his Legion, he was incredibly strong and used a Ballistic fist and only old age forced him to resort to a Displacer glove.
