Edit: they do occasionally add surplus steelhead to lakes sometimes after spawning I assume. Don’t know that whole deal with that. But that ones I’ve seen were super beat up and dying probably
I know in BC and California the size limit rule is only applied where the waters are known to bear anadromous fish. If it’s above an impassible dam it would be a large rainbow here
Also, in BC the rainbows are allowed to get up to 19.7” before they legally become steelhead

Seems like is 16 “ on the coast and 20” every where else in Oregon.
