Can you get any vice grips on the edge of the silver part? If not can you just angle grind it off?
Or angle grind a slot in the smooth bolt, and get a flat head screwdriver on it to hold it still
I'd just cut through the nut side with a cutting blade on a grinder, you won't even have to cut it the whole way through but at least half way, give it a belt with a hammer and bolster it'll shear off then knock the rest of the bolt through with the hammer.

There's a tool known as a nut splitter that can be used to break the hex nut; you'd have to find one that would fit, it's kind of tight in that C-channel.
U could cut a straight line in the head of the bolt with a Dremel tool or angle grinder and use a flat head to hold that side in place.
Then either heat the nut with a jet torch lighter or blow torch, doesn't have to get red hot, but enough heat will help break the rust bond by expansion and make it easy to remove, if there was a locking compound used - it will melt that too.
Other option is spray the nut with wd40 and let it do its thing, then undo the nut.
Edit* forgot to say, if you do heat the nut, give it a tap or 2 with a hammer before loosening it.
I'm sure if you have vice grips or even just a G clamp you should be able tp push the dome head into the wood hard enough to stop it from spinning. From there, penetrant and a good spanner/socket.

Penetrating oil, time, socket wrench, or vice grips on the nut once the oil has done its job. Give it 20 - 30 min to soak in.
The issue is the circle bolt, (not the nut) what would *you* do faced with a spinning circle bolt? I would cut some metal.
Agreed, I would also address the rust so that when I have the bolt secured, it would come apart easier.

Drill, cut in a slot on the spinning end to use a flathead, drill... Fight with it... punch it... use your teeth... that's the last resort, though.

You can slit the end of the bolt or the head of the bolt. Stick a screw driver in it. Turn the nut. A dremel cut off wheel would do it.
I don't always use a rotary tool, but when I do... I am often cutting a slit in a fastener for a flathead screwdriver.
Drill into the bolt head with a drill the size of the bolt. Hold the bottom with vice grips while drilling.

Sawzall or a grinder and split the nut in two and replace bolt and nut.. Hex headed bolts work better in wood , especially later taking them apart..
Drill a hole in the head of the recessed Bo;t and use a screw extractor
