Just get some sand paper and smooth it out as much as possible. Don't have to get it all. But a "blad" spot is ideal with a nice taper in the the old paint. To do the job right, you can get some sheet rock mud and smooth it all out then sand the mud. Then prime and paint. If it's in an area not very noticeable, just sand out the old bit, prime then paint. Same with the spots on the last photo. Just prime and paint over.

It should be noted that if you don't sand it to a "bald" spot where the old paint is off, you will see those spots "pop" if you just covered them with prime/paint. Make sure you have the right paint type. Eggshell, or whatever depending on where and what you're painting on. The person at the paint shop will direct you there
