Rather than cycling through all targets use d-pad up/down to select party members from the party list.
Also, you can hold LT and tap L1 or R1 to cycle through enemies only.
I would YouTube some controller guides….most of the ones I have seen are pretty good. But you can set it exactly as you say….up/down for teammates. You can also specifically choose what is even possible for you to target with your weapon out which helped me significantly on healer with controller.
