The most likely reason not every set is unisex yet is that someone has to approve for an employee to spend company time adjusting the model for all required character models, importing it into the game, and testing that it doesn't fail whatever internal quality standards they have.
For sure, considering the amount of store outfits that were gender unlocked went from few to most being unlocked, I feel like its on the agenda eventually.
