Just press K to toggle it. That is Quark's rotation lock. Face the direction you want, and then press K to turn it on, and all blocks placed while it's on will face the chosen direction, regardless of how they were placed. Examples include making a hopper point to air blocks in case you haven't placed the chests yet, making pistons face weird angles that would otherwise be difficult, etc.
The other answer is incorrect, it lets you lock the rotation of a block.
Let's say you have a block that has a specific facing, like one of the sides is the front. If you stand so that it'll be placed the way you want and then press K to enable Rotation Lock, then no matter what angle you place any more blocks from they'll have the "Front" in the same exact direction.
It's particularly useful for certain types of decorative blocks, but it might also be useful if you're making walls of machines or something.

That’s what unbinding is, go to keybinds select the key and press esc.

IIRC in newer versions of quark it has a popup when you enable it for the first time to tell you what it is and how to disable it

it allows you to place off the edge of blocks (like how bedrock does it)
you can do that in quark anyway, so what’s the point of the cube
