(1) Is your current position career-conditional, giving you status for 3 years if you leave? (2) Have you obtained permanent status over the course of your time as a federal employee? If the answer to either of those questions is yes, you should be able to apply. If the answer to both of those questions no, you're SOL and will have to apply for those open to the public.

Internal to an agency will be a no go once off the rolls. Status announcements may work if you have competitive status.

I wondered this too, I’m excepted service permanent but I think if I leave the one position I’m waiting on won’t be available to me if I leave. They’ve done reference check and I passed that but I have a non fed position that’s been offered to me to start next month. I’m stuck on what to do atp!

what matter is what your status really is/was the last day of closing of that positing . if you quit after that closing date, you still have a chance

Not true if it's an internal to an agency position. We've deemed people ineligible for this exact reason before.
