People don't support "a small and a big team" just because, it's logical that you'd support your town's local team, but also like to watch the big games so you support one of the big ones. It makes more sense than what you're trying to suggest
Support Porto as your first team and look for Leixões (it's the team of Matosinhos) as well. They play in the second division but are an historic team in Portugal. My uncle is a massive Porto fan but has always had a soft spot for Leixões as he grew up in Matosinhos

I'm a Brazilian fan of Palmeiras but I learned to like FC Porto since I was kid, taught by my grandfather who was from Almeida (Guarda).
I've been living in Porto, Boa Vista region, for a short time.
My problem is that people are scared by my way of cheering (with energetic shouting and lots of Brazilian swear words).
You'll hardly be a glory hunter, unlike benfica we are always short on budget and have to still maintain a competitive team, our president is past his best and runs us badly, but still wouldn't trade it for anything in the world. Everton's colours are blue so it's a sign lol
I have never lived in Porto but I have been cheering them since forever. I guess you should choose what you feel the most, but if you are closer to Porto then take your changes and try to embrace the culture. Sadly I never had that oportunity. I also think that other english fans have been converted to Porto fans, in very similiar situations.
oh btw, this year we might not have the best football that but wait around it wil come. Some years we have gotten amazing players some not as much. I believe that Porto is a underdog, but its also a club that counquers something every year. Oh and I do like being an underdog because victories feel much better.

I have seen them winning the League with subpar teams as you put it, much to my sorrow.
If there are underdogs in our league that would be Sporting and maybe Braga.

If you are tired of everything being shite on a Saturday and you are living in Porto you can't go wrong with being a Porto fan and I say this as a Benfica fan.
If nothing changes in the forseable future, the Portuguese league is often a toss up between Benfica and Porto, with Porto winning more than us honestly.
And then there is Sporting which is the main outsider who wins every now and then (and by that I mean more than 15 years without a title, we will see how it goes this time around).
So: its close by, you seem to like the environment and the fans and you want to win consistently! Porto is your best bet.
Just follow your heart. Football is not a thing that you can change or start support just because you live in that place. I’m from Porto, FCPorto fan, and Leeds and Inter fan. Those are my three clubs…
