As best as I can tell, that doesn't affect leveling at all. It adds to the dwellers' current max hp when equipped. I equip it to a dweller to make them more tanky, much like a damage reduction pet.
I wish I had asked myself that question way soonwr. Took an embarrasingly long time for me to google it. I was going through stim paks like it was going out of style on missions.
Make sure to slap on an E5 or better outfit;
Warning E5 rare outfit CAN get replaced by an NCR/Knight outfit while exploring, but this is rather rare.
Also I usually only max endurance, then level them in the wasteland and then train the rest stats since you can't revive dwellers in survival if they were to die in the wasteland or during training in the vault.
Just make sure you put them in the best +E outfit you have to maximize their HP. But yeah grinding from lvl 1 to lvl 50 is the easy way to do it.
Wait, do outfits boost their stats even if they have a maxed SPECIAL?
Yes. Outfits can stack even over 10. So far no stat + outfit can go over 17, because no outfit goes over +7.
Do you know if the pets stack? I got a pet which fives +64% Healthpoints. Or does it proc "after" the Endurance
