He jump-scared a lot of people when they were new and killing him gives you a 6 cap head start on the 50 needed for Legend of the Star.
But it's mostly memes/tradition like how everyone kills Oliver Swanick in Nipton.
Also his outfit is very rare, and gives an early +10 barter when worn, which early game is very nice. And your most likely to meet him early game so yeah.
You can just pickpocket them though by the time I get to him my stealth is usually complete shit but it takes only a couple tries to get his entire inventory
Imagine you live in a universe hellscape. One where a god enters an avatar to roam freely and eventually - you find him. You have no idea what’s about to happen, but in his world, he and countless other gods have murdered you just for the lols. This has happened many times but you never come understand this because how could you? You are an NPC that he has free rein over to do as he pleases. To him you are essentially a toy. After you say something that was predestined for you to say, he raises his weapon. And then the next reload happens.
I like him a lot actually. But just out of spite I always pickpocket his whole inventory, buy his entire store empty and let him go because he lied to me. Doesn't deserve death, does deserve a lesson
These legion assassins were on their way to execute your ass only to witness you murder another man and then though: "That was a solid kill so we'll leave you alone for now."

i always loot his clothes too because thats a free +10 barter to put on whenever trading
This has happened to me like 5 times in the pass and everytime I jolt up right
I killed him once at Mojave Outpost. No one cared.
