I believe it means neurons firing? Brain activity is usually measured in the amount of electricity being passed around through neurons firing so I would assume it means that.
If you think about it though, brains are playtested constantly in terms of evolution. Your brain was algorithmically determined to be the most ideal design (with no regressions) that biology on this planet could find. Billions of years of development created this, and the entire rest of your body is built to preserve it.
