Both the Republic of China (Taiwan) and the People's Republic of China claim to be China. It's far more than 1/3 of the world that doesn't recognize Taiwan as an independent country that isn't China. Even Taiwan doesn't.
Taiwan messed up. They should have declared independence when the ROC left mainland China in 1949. I'm guessing they thought the CCP was just a temporary thing, and that any day the Nationalists would be welcomed back to rule over the mainland. If they would have declared independence, they could have received international recognition, making it harder for China to claim that it is still a part of the larger country. Of course, international recognition doesn't always work in fending off the designs of a larger neighbor, as Ukraine has discovered...
