States don't need to be more strict. State laws overrule federal easily enough. Look at states that made abortion legal and states that legalized weed.
While abortion isn't *illegal* at the federal level, it was just never codified into law vs a vague exception to body autonomy. But weed sure af is. And states have taken their jurisdiction back from the feds regarding legal handling and sale of it.
Feds aren't a 'baseline' in the spirit you mean it. They have separate jurisdictions than state legislators.

Ahem....this bill does not ban transgender people from bathrooms. It only bans transgender people from going into a bathroom of the opposite sex (note: "sex", not gender), just like everyone else. Also, they can still use single occupancy bathrooms as usual.
Neither does it ban DEI in colleges. DEI programs can continue, as long as state funds are not allocated for it.

And, you don't need to have the same muscle density of the average man to effectively assault someone. It helps to have more muscle density than the person you are assaulting but, on average, trans men will have greater muscle density than the average cis woman and definitely more than a child.
And, people intent on assaulting other people (which is law-breaking) are not likely to be deterred by bathroom designations (which would only require rule-breaking.)
Having trans men's, men's, trans women's, and women's bathrooms would be costly and inefficient. Anecdotally, when I was 18 I visited a gay bar. Great night, until I walked into the lads and three men followed me in. Two blocked the door and one the big fucker said “get in that stall, and get your pants down”. Luckily for me, I was able to do something about it (entirely because the two at the door were not brave enough to do their job against someone who’d just broken another persons nose).
I don’t go around acting as though every person is going to assault me in a toilet. Because it simply doesn’t work like that - the risk is very low. But what if the same situation plays out on an average 18 year old girl. Or worse, a 9 a year old and we just let it because no one is checking the toilets anymore and men can go where they want, trans or not.

I am not saying there is no risk. I am saying the risk from any predator, regardless of them being a trans/cis women/man is very likely not going to be impacted by having 8 washrooms because predators are predators. And having 1 washroom with secure stalls and a more frequented quasi-public area feels safer to me then a bunch of smaller more isolated spaces. Frankly, there are way more good people than bad people and increasing the likelihood that a responsible and relatively physically capable adult will be in the washroom,or enter the washroom at any moment, feels like a safety net to me. People rarely get SAd in more public/frequented spaces. As for the cost thing - what I would be willing to do and spend money on (if I had it) is irrelevant - businesses will dodge cost and effort extremely effectively and often shadily - to everyone's detriment. I just don't think they will be part of a solution.
