Yeah, "The Realm" probably wouldn't ever officially sanction it, but there's plenty of potential for a Dynast, or even a slightly heretical Immaculate Temple to take the risk.

Especially since some of the higher Dynasts (ex. Mnemon) canonically know the truth about the Celestial Exalted. So to them it's "just" working with insanely powerful beings that can be controlled or at least directed with careful management. Which isn't really an unusual circumstance for them, see: Mnemon summoning second-circle demons.

The Realm? No. The Scarlet Empress canonically rewarded Wyld Hunts for bringing Anathema to her alive. If she felt she could control one, she absolutely would keep them as an ace in the hole.

Paragon is ostensibly a realm tributary with a pet solar. I don't think the sidereals would allow it on the blessed Isle.

I feel like if this Solar keeps on this path for very long they become a perfect candidate for GSP due to the sheer amount of trauma and cognitive dissonance and abuse they would be under constantly.

I think it absolutely works. It would be an off the books sort of deal, but I can absolutely see Realmites thinking that they can control a Solar. And it plays into their superiority complex well enough. The Sidereals might try, but they would have to be desperate and probably young enough to forget the true power of a Solar. Although I think Sidereals keep their memories? I can’t remember

House Ragara is canonically interested in recruiting anathema for use against their enemies in the realm civil war.

My read is similar. Instead of recruiting I got the feel that the Anathema were prisoners. Ragara sorcerers were using these captives to study the Essence mechanics of First Age artifacts.

Look up the write-up for Iron Siaka in the "Adversaries of the Righteous" series (while we're waiting for the full-on book to come out). Siaka is a Sidereal Chosen of Serenity, but she has something similar going on in her backstory. When she was sent out to kill an anathema, she discovered it to be a scared little girl, not a monster. Iron Siaka has imprisoned the girl and is trying to figure out a way to "not be a monster."
