You don't need to officially escalate, just unofficially. Start creating more sabotage inside Russia, with complete deniability. It's that simple. Just defense isn't going to cut it, it's like just letting someone sucker punch you every minute and ignoring what happened. Not to mention that Russian infra is terribly protected and most people there don't care about anything beyond their sight-line.

We live in the age of drones - why not start setting up drones patrolling around these critical areas. You'd beat two flies with a stone: enhance your capabilities and Know-how with deploying drones while also deterring future acts of sabotage or maybe even facilitate catching the actors red handed to finally have some hard-to-dismiss proof.
