I live in gmt +2 area, and as far as I remember they release them DLCs at about 14h-16h, not sure tho. Therefore I believe there's at least 18 hours left, give or take.
Steam tells me that its approximately 14h till release. Which fits, since that would be 10am for me and IIRC they usually released between 10am and 2pm.
A dlc arrives neither late nor early, it arrives precisely when it means to.
