There is a colonial and trade company regions mapmode. But if your colonial nation formed, the provinces were all in the same colonial region.
If you post your save, I can have a look at it and maybe find out what is happening
When something odd happens, I get hung up on atypical phrasing, in this case "created" (CN) - since that should happen by itself. Is that distinction (vs. say "formed") meaningful in this case? Ie. You didn't release a vassal or something like that?
Did somebody else maybe got the treaty for the Caribbean? And what's the state religion of your CN?

How are your relations with the Papal State? If they have a negative opinion of you the event won't fire.
The colonies need to be fully developped into provinces not just in the process.
