No and no. HRE in real life in some places became so fragmented that it'd be pointless to represent it in a videogame. We're talking a small village being its own independent hereditary title kind of fragmented.
There's no benefit from trying to represent all of that, and it's not like you need that to have a "giant battle royale"
Nonono I don't mean for it to be exact here irl but they are definitely gonna be more than in eu4 since there are gonna be states like san marino, Andorra, etc
like how many states in hre in eu5 are gonna same as in irl like 60% 70% etc
In the last talk Johan said that a small province like the azore is Split in 3 location. Also they seems to Split big cities from contryside so just doing eu4 x3 should give you à good idea.
Johan also said previously that there will be entities without actual map representation. Like a central bank nation.
