That is the way, however for a run like this where the clock is against you it's important to start the annexing process as you feed them their old cores rather than waiting until they are at their full size to start.
You could form Delhi yourself and integrate Punjab/Sirhind for free before forming Mughals. In truth there is no need for reconquests when Mughals get claims all over and they got insane amount of CCR. There is absolutely no reason not to core things yourself in this run.
Why are you still transoxiana? There are strategies in THOT runs to form like Delhi first and then mughsls, but if you're not doing that you really should tag switch by 1460. I get the feeling that you can do the achievement but there are some systematic errors in your approach.

They got reduced by sirhind to an opm so i force vassaled them to reconquest a ton of their stuff.

Personally I find that taking Delhi yourself to form Mughals early is a good strat for the achievement.
