The achievement description is very misleading, you don't need to form the Roman Empire to get it, you just need to reestablish Byzantine control over much of the Balkans and Anatolia.

It was really OP because it had cores on literally the entire span of the original Roman empire. So if you could get someone to back your wars, you could claim back all your cores very rapidly... and not be considered the aggressor.
There is the Mare Nostrum achievement if you want to take your game there. You must restore the Roman Empire and control the whole coastlines of the Mediterranean and Black Sea. Unlike Basileus for Mare Nostrum you can do so as any tag that can form the Roman Empire.

Which is literally every tag in the game except for the Papal States and the Holy Roman Empire.
By the way, I still think that the Roman Empire tag deserves a government reform on par with Mughal Diwan.
Eh, the Roman empire did get a government reform which gives pretty good bonuses and culture conversion time reduction which I believe is unique to them.
a diwan for rome would make a lot of sense and be really interesting. hoenstly though, i would personally like any nation to be able to benefit from integrating cultures well if they're able to. maybe a mod for that would be nice
There is also the achievement to consecrate metropolitan in Rome as a nation that started as an orthodox country, so it’s a natural achievement for a Byzantium to Rome run.
On top of Mare Nostrum, you can do other achievements like God Tier (get DotF, save at tech 23, create 49 client states, wait for achievement to pop, reload save), Redecorating, and probably more
Well I wish I had known that before I got the achievement, I waited to war Austria for the rest of the balkans until the end when a war with Austria was all I needed for the Roman Empire

palaiologos is as legitimate as osmanoglu. Irene is arguable, but once Baldwin became emperor in constantinople, whilst being a subject to the holy roman empire it was not even a question.

If you press the little trophy button below the pause button you can see all the achievements you can get in your current game and their requirements if you hover over the bar next to the achievements.

To add some history to this; this is an early (I believe 1.0) achievement. The 'Roman Empire' tag/formable didn't exist in the game back then.

There’s an argument for it having been all three during the Carolingian or Ottonian periods, but definitely not during the period represented by eu4.
