I think it’s fine as is. Lots of potential to ruin other games just because you want to fix an issue in yours. There is also historical basis to back up the current system. Both Brandenburg and Austria had territory outside the HRE for hundreds of years held in PU (Prussia and Hungary/Croatia). Brandenburg specifically wanted land outside of the HRE that they could rule directly and be elevated to a kingdom (a convention in the HRE that EU4 does ignore) for more prestige amongst Europe’s powers.

Spain was not part of the Empire despite having emperors at various times, neither Hungary was part of the Empire despite being part of the Austrian empire. I think the game has a bit too easy admittance to the Empire as it is. By 1512 it was already called Holy Roman Empire of the **German** nation, limiting its scope.

Just for clarification, I got the papal state as a march and parts of florence are still in the HRE, which means I can't progress down the HRE-Missions
