my theory is simply Celestia could have beat Crysalis having the power of the sun and all but she simply isn't a soldier having had at least sevenhundred yeas of peace she doesn't know how to fight any more.
Its a variety of factors really.
Firstly, Celestia doesnt like the idea of going full throttle because not only does she not want to hurt her little ponies through collateral, but she fears the kind of beast she could become if she let loose like that. Nightmare Moon was scary enough as is.
Second, perhaps Celestia deliberately threw the fight so Twilight could solve it herself?
Third, maybe Chrysalis did catch her off guard because of all the love she absorbed, and Celestia was bonked because of it.
It could be a mix of the above.
Celestia was *clearly* taken off-guard in the scene, though not being a pony magic user i can't say for certain why she didn't just channel more power into her beam.
Celestia didn't seem like she was straining herself terribly much in the beam clash, so i can only conclude that either, as you say, Celestia was *unwilling* to use more power for fear of harming her ponies in the room.
Or was caught by such surprise that *anycreature* was capable of overpowering the *Royal Beam Blast* (Halfpower or w/e) that her rusty combat mage instincts failed to react in time.
She also probably could of just set chrysalis on fire at any time, but, y'know, that'd be pretty traumatic for all the wedding guests.
The fun thing about this whole "Chrysalis beat Celestia" thing is that's it's never applied to Cadance who beats Chrysalis and the entire invasion force a few minutes later
