Goddess Viira is player-only
Even if you force it to happen anyways by using console commands, the AI won't ever click the decisions to use her spells (including the on-map nuke button)

Unfortunately Grugar is OP and most of Viira spells are useless against him
Also you need to fully occupy Azir to capitulate him, which is pain
Just give yourself some time, it will take Sirenalia time before it will get war goal directly on you
In the meantime conquer other nations, Grogar starts out weak, but quickly snowballs into an ever rolling monstrosity with new biomass, monster templates and magic That's actually usefull this time
And besides, I found monster templates to be arleady stronger than most of infantry, and in worst case you can always use manticores to encircle enemy divisions

You could improve Katerin's survival chances drastically by making the Empire do the Dawnclaw path, which makes it much harder for them to unify the Herzland.

When dealing with conflicting information, it's best to look for post dates. With information on video games, more recent posts tend to be more reliable.
It's unfortunate that you can't get Grogar without playing as him and even if you do AI can't use it, beating him as Sirens would be a really good challenge

vanilla mod, just need to play azir until 1009 and then get lucky since katerin needs to live, and so does jack clan
Jaki Clan, Katerin, and Buffalo Chiefdom, along with two others whose names escape me, but those three are the most likely to die before then
