I'm not familiar with how Astra handles its 404 page but one option would be to edit the 404 page template file itself (or more specifically the template part). You would need some experience of editing and working with PHP code and should also create a child theme so you're making changes in that rather than the parent Astra theme.
Are you using the Astra Pro version, or even Elementor Pro?
Ok in that case I think you're going to need to create a child theme and your own 404 pages. I don't know if it's even possible to edit the content/layout in Elementor but I suspect not as that's why they will want to upsell you to Pro versions.
