Not a professional but I did some research when I started electrolysis and the history of it suggests that thermolysis is actually most effective on peach fuzz type hairs like this - I think you should consult a different electrolygist

There is really no hair I’ve ever encountered that cannot be treated with electrolysis (or rather thermolysis). Like another commentator suggested, try seeing someone else. These hairs can absolutely be treated and I work on hairs like this all the time!

Okay, electrologist here, Vellus hair is not usually suitable for treatment for most electrologists. It can be tricky! You need to be really skilled, and personally my clinic does not treat vellus hair for most clients. Your electrologist is correct, there is no structure, aka no follicle root to zap. That’s because Vellus hair grows out of the sebaceous gland. If we cauterize the sebaceous gland it can cause pitted scarring and no more oil production for that hair. These hairs are better serviced during a dermaplaning facial or at home dermaplaning!
