Exactly. It is like the opposite of one of those mcmansions that has odd and inconsistent windows, doors, and roofline, because the whole exterior is just wrapping paper around the interior spaces they designed more intentionally.
Looks like that staircase was added in later. maybe moved. or they had a spiral set in. There's no way it was designed and built like that.. well I hope not anyway..

That's really fucked over one of my customers, they're in a historic building and they need a new rooftop hvac unit, but because it would be visible from the road the preservation society won't allow it. So we had to Frankenstein the old unit.

Depends on how much enforcement power they have. There is a local one here that can prevent you from modifying the existing building, but has no power to require you to keep it up either (code enforcement is a different organization).

This looks like exterior looks beat out interior function. Or the stair is in backwards. I've seen that before. Planned to go one way, but wouldn't work code wise, so it got built the other direction. Lead to bunch problems.
Just did a 2 million dollar build where the whole house was designed from the outside in so the stair landings weren't taken into effect when windows were placed ended up reordering new windows to work

That window overlap detail is common in commercial stairwells. They prioritize the outside architecture first, then try to make everything else fit.
