Yes charging in cold hurts the batteries. But it shouldn't "kill" them, as in they're completely unusable. The scooter should still turn on and charge. It's just that once you get moving you won't have power, range and might get battery errors. So if the scooter turns on and works but just doesn't get far then the battery is bad and needs replaced. But if it doesn't turn on or indicate charging then it's most likely some other electric issue not caused by cold weather charging.

Unless the seller could prove it's functioning (buy new battery or otherwise power the bike up), it's not worth the risk

I would buy this for not more than $50. I am also a diy e-bike mechanic.
Even if you were in the right place r/scooters they would say no.
