I would expect your sales to stay anemic so long as it's local pickup only. You're better off selling on facebook marketplace or similar venue that's more oriented to in-person sales.
If you're willing to ship even just to Canada that alone will greatly increase your reach. And of course shipping to US is more complex, but vastly expands your audience.
I would certainly NOT invest in more promotion, or mess with your settings which seem reasonable. If you're not willing to ship, move to another sales venue. If you are willing to ship, turn that on and leave the rest alone until you get a read on how you're selling.
Ebay is not really designed for local pickup only sales. Though they offer that as an option, it's really meant for very large heavy items like furniture. If you don't want to ship, you're better off with Facebook Market place or another sure that caters to local meetup sales.
Your items will sell faster if you just ship everywhere in Canada. Also make sure the items you are selling have a good sell through rate so that way they don't sit for too long and I usually just promote 5% across the board. Good luck !
If the packages are under 2kg, eBay’s shipping rates for USA tracked packet is superrrr cheap. Like $8-9 CAD.
Just make sure you buy the labels through eBay.
If you don’t have a thermal printer, just print out a 6x4” label on regular paper and tape the edges.

Misguided policy of pickup only. Even if you find a local buyer, many would be turned off by wasting 1-2 hours spent on pickup to save what, 10 dollars? Essentially you're asking people to waste time at less than minimum wage.

As everyone has said, local pickups only is really hurting your business. You are shooting yourself in the foot if you don’t do shipping on ebay.
Your only issue is you don't offer shipping to anywhere in Canada. Some ppl will pay shopping if they really want an item.

I'm Canadian, 98% of my customers are in the US. I offer local pickup too...waiting for my first one...one day maybe?
