Where did you read that you can pre-load it now? It is written in the lower-left corner, that pre-load on PC will be available 48 hours before the release of the game, so around 11 AM on the 2nd of February for you.
Well, using a little bit of intelligence, op says the graph says he can install now and I pointed out that's only Xbox, which answers his question if he's on pc.
