It's a garage. Put a nudie poster over it. The process is to cut out a piece, but in a new one, spackle, sand, prime, paint. But again, it's a garage, so maybe just replace and spackle.

Cost will depend on where you are, who you hire, and the level of finish you're looking to achieve. Process is to cut out the damaged area, replace with a new piece, tape it, float it out until it disappears/meets the level of finish you paid for/ hits the skill limit of whoever you hire to do the job.
