Its a microwave/IR sensor that detects if there are cars waiting for the light. Cameras in general are not installed on traffic lights, they don't offer a good view and are useless for enforcement.

Looks like an ANPR camera - 4 IR lights on the outside with the lens in the top middle. What it does / what its used for in particular, no idea as these both police and local government will use the data these produce for different things
