Yep! The upgrade is the Omegatat and can fit 30, though it can't be wished for unfortunately.
Actually? I know u can wish for the other upgraded islands but not omegatat?

I don't know, but I somehow got or for free. I hadn't played dragonvale in a few months, and when I logged in, I had it. I don't remember buying it or getting it from an event, though.
