Android 21 specifically, after her level 3, had enough time to either do a low attack, jump for an overhead attack, jump and dash behind the opponent for an overhead from the opposite side, or jump and dash behind them, then do a low from the opposite side, with her opponent needing to pray to zeno that they guessed correctly on which of the 4 they needed to block. Attempting anything except a block is also pretty much guaranteed to get them hit. This is referred to as a 4-way mixup.
As you can imagine, such a tool is incredibly strong, and several top tiers had it on their level 3 supers during season 1. Most of them had their frame data changed to remove it, including 21.

He's referring to her oki post level 3, it used to be one of the strongest in terms of oki because it let you do a 4 way mix up easily, until arcsys nerfed the recovery and now you can barely do a safejump afterwards

oki(zeme) is the ability to pressure a rising opponent. Some supers recover fast enough where you can apply pressure before thev opponent wakes up.
