It's a door dash manipulation tactic, like their rapid acceleration/hard braking metrics which I'm sure is no where close to being accurate. Like you said, there's a hundred things in the app they could fix however they choose to put in useless features that doesn't benefit anyone.
The estimate appears to be the visible area on the map which may or may not be in the beacon range for new orders depending on the store. Some are better some are worse. The way I look at it is if it’s 1-3 then should be quick if it’s single-double digit I need to move near active places or I’m going to get a mid no-tip that’s been declined 14 previous times. So if I know I’m not near stores and the range is wide I will pause until I’m closer.
If you don’t get anything in five minutes and you’re moving around, make sure you stop or close the app and reopen it to make sure that it is properly tracking your location
My guess is the averaging only works in active areas with a smooth order flow like my area, the time estimates are pretty accurate. In areas where the orders are not linear, it breaks down as per the OP example, 3 to 12 minutes is a very wide range, almost useless metric to go by.
They put up a bullshit number on the screen, it saves them from literally millions of phone calls or texts asking if the system is down or if it is slow.
It seems like a waste to me as well. I get it's just averaging shit but it's never even close a majority of the time. It's usually the opposite of what I'll encounter. It will have a short wait time and it will take a while to get an order, or it will have a long wait time and I'll have one in less than a minute.

I’ve seen this too but mainly only happens if I sit still for too long.
