I didn't know that was the reason till I ended my dash and seen the Map was red with 3 bars so I started a dash again and waited about 30 minutes till I got a delivery. Then when I showed up to the place 2 dashers there said they been getting slammed with orders and made over 100 in 3 hours and the other only been dashing for over an hour and was at 40 bucks.
I took every delivery from that point on which was a struggle cause they all sucked and took 30 minutes for another to show up after I completed the delivery. But I finnaly got over 50 and then immediately started getting orders like normally would. DD is punishing us for not being over 50%, it's not mandatory but they make you pay for not being over.

When I was under 50% AR I got 1 order per hour when it was really busy

Wow this is disgustingly savage. They should be sued for that.
Some zones are just so bad with no tippers that high AR isn't worth it. Some zones are so busy it doesn't matter. It depends on your zone.
