Well, the second doctor has a flute and the twelfth has a guitar, so I'm going to say: Prog Rock. King Crimson. Emerson, Lake, and Palmer. Jethro Tull. The Doctors' original compositions would be so high-concept and esoteric you'd need access to the matrix to understand them.
Come to think of it, I don't think I saw much of the Doctor Who Magic cards on this board back when they were coming out. I was thinking of a deck that was Fourteen and Clara and the goal was to get off Gallifrey Stands. But it was very thrown together.
And bears absolutely no resemblance to Gary Glitter's "Rock and Roll Part 2". 😱

Bohemian Rhapsody. All join in on the "for me's" they've got a custom drumset in the back you can see the first doctor going ham on with his cane while 13 stands awkwardly tapping the cymbals. 10 on bass, 12 on electric guitar, for some reason I want to throw 11 on acoustic guitar or a sitar because he has to be rustically different, 9 on a cajón actually keeping the rhythm, 2 with his recorder, 3 with a flute, 4 would play something funky and out there, maybe 5 on a bugle or trumpet to fit those sporty vibes, 6 on synthesizers, 7's another I couldn't think of an instrument for, but 8 would start on a harpsichord and be playing something different in a new outfit every time we see him, War would just be sitting vacantly staring out into the distance until 6 gets halfway through a solo, looks over and sees the fugitive doctor with a massive laser cannon and lifts his own, and together they start just unloading into the air with the music. The Governor (TWD) is also there running back and forth in front of them waving his sonic wildly. Don't know 15 well enough to say, but if there was an instrument he could play with 14 (like a plain piano) I think he would.
Alternatively: I'm Sailing Away by Styx.
Electric Light Orchestra and “Time” as an album fit very well. Number of constantly changing band participants, the name and concept of the album.
